Why this matters now
A valid tax invoice alone is no longer enough.
Article 54(bis) of the UAE VAT Law lets the FTA deny input tax where a supply is connected to tax evasion. FTA Decision No. 13 of 2026 sets out the checks a business must perform — and document — on its suppliers and supplies before deducting input VAT, from 1 October 2026.
- Verify each supplier's identity, registration and authorised representative (Art. 3(1)).
- Confirm a real place of business that fits the supplier's activities (Art. 3(2)).
- Check risk indicators such as repeated address or management changes (Art. 3(3)).
- Review each supply: commercial reason, payment method, pricing and licensed activities (Art. 4).
- Document every step and keep a written verification policy (Art. 5).

What we don't do

Frequently asked questions
Do I need to book a call or meeting?
No. Everything — estimate, scope, quotation, payment, document requests, questions and delivery — happens in the portal. Our analysts work behind the scenes and reply to messages in writing.
Do I need exact supplier and invoice numbers?
No. You can order a package at a fixed price on your own estimate and add your records afterwards. If your records turn out larger than the package, you receive a change proposal for the difference — nothing is charged unless you accept it. Prefer certainty first? Upload your records and get a fixed price for the exact scope.
Which accounting software can I connect?
A CSV or Excel export from any accounting package always works. Direct read-only connections to Xero, QuickBooks Online, Zoho Books and Wafeq open as each provider approves our app; the portal shows which ones are available.
Which suppliers are in scope?
Under Art. 6 of FTA Decision No. 13 of 2026, supplies below AED 10,000 (excl. VAT) may be disregarded unless that supplier's supplies exceed AED 100,000 over the previous or next 12 months. Suppliers above AED 375,000 need enhanced checks. The platform calculates this for every supplier and shows you the reasoning.
Is the price final?
Yes, for the agreed package or scope. The package limits are stated on your quotation; work beyond them always needs a change proposal that you approve first.
How do payments work?
Projects up to AED 6,000 are paid in full before work starts. Larger standard projects are paid 50% before work starts and 50% after final quality review — you pay the balance online and the complete package unlocks automatically.
Can my suppliers upload their own documents?
Yes. You can invite a supplier to a secure page where they see only the documents requested from them. They don't need an account or subscription.
Do you guarantee that my input VAT is recoverable?
No. We document the verification steps required by the Decision. Whether input tax may be deducted remains your decision with your tax adviser. Next Horizons is not a tax agent.
Is monitoring required?
No. Continuous Supplier Monitoring is an optional monthly subscription. You can buy a one-time verification without it.
